Woodside Energy is implementing a package of measures within the framework of its Local Sourcing Strategy, which aims to promote direct and indirect contracting of local suppliers in its sourcing policies.

For the Small Local Suppliers segment, Woodside Energy recognizes that the complexities of purchasing requirements can present barriers to accessing business opportunities. The Local Buying Program provides a platform to facilitate access to supply goods and services to Woodside Energy's operations in Trinidad & Tobago, in a simpler way, with competitive processes and reduced payment terms

Companies must meet a number of mandatory minimum qualification criteria before being evaluated and approved by Woodside Energy Local Buying Program as a Local Buying Program provider.

Micro and Small Businesses are:

  1. Legal entities must be registered within the Registrar General Companies of Trinidad and Tobago
  2. Annual turnover for the previously completed financial year is less than $5 TTD million
  3. Less thank 25 full time employees

  1. Host Communities are communities where Woodside Energy Trinidad & Tobago conduct some aspect of their operations
  2. The Host Communities are
    1. Island of Tobago
    2. Mayaro region – not limited to Mayaro, Radix, Plaisance, St Joseph, St Anns, Grand Lagoon, Ortoire, Mafeking, Manzanilla
    3. Guayaguayare - not limited to Guayaguayare, Newlands, Double Bridge (Le Brea Village), La Savanne, Rustville
    4. Toco region – not limited to Matelot, Grande Riviere, Sans Souci, Toco, Cumana, Balandra, Salybia, Matura

Entries are evaluated individually according to the application criteria for the program. Once approved, suppliers will have the ability to access and respond to requests for quotes and business opportunities as they become available on the Local Buying Program platform. In general, the Local Buying Program has a time of 5 to 7 business days to process the registrations of new suppliers.

There are no associated costs to register as a Local Buying Program provider, platform use or award purchase orders.

There is one sourcing method available in the Local Buying Program - Request for Quote

Quote Requests will be communicated by email to suppliers that match their registered category and service area. The requirements will be available to quote on the Local Buying Program platform with your registered account.

Requirements will be submitted online through the Local Buying Program . Suppliers will be informed by email of the request for quotation and will be asked to submit their offer through the platform.

The Local Buying Program will review the suppliers' offers in relation to the scope of the request for quotation and will issue purchase request to the supplier based on the best offer received (considering aspects such as quality of the product or service, supply capabilities, availability and delivery time of goods / services).

Suppliers registered in the Local Buying Program will compete for business opportunities with other suppliers of the same line also registered in the Local Buying Program.

The Woodside Energy Purchasing department may at its discretion quote with suppliers registered within Woodside Energy supplier master data base and compare with the quotes of the suppliers of the Local Buying Program to make an informed decision.

However, Woodside Energy suppliers in the master database who are not eligible for the Local Buying Program , will not be able to quote through the platform, as it is only available to companies that meet the mandatory criteria.

The Local Buying Program operates as a purchasing agent for Woodside Energy, so Purchase Orders will be channeled to local suppliers via the Local Buying Program. Therefore, the Payment Statements (with their endorsements) and subsequently the associated invoices must be sent in the name of the Local Buying Program through the local purchase platform.

Companies registered under the Local Buying Program are not guaranteed the award. The program works under the premise of competitiveness and suppliers must be competitive to ensure business opportunities.

To help local businesses effectively supply their products and services to Woodside Energy, Woodside Energy employees will be encouraged to use the program and provide feedback on their award decision.

The Local Buying Program will provide assistance to companies to identify their opportunities for improvement in order to increase their competitiveness in the market with tools such as training and development programs.

The Local Buying Program is not limited to certain categories and covers a wide and diverse range of products and services (for more detail see registration section)

Any Purchase Order may be issued through the program, as long as its value meets the maximum criteria and its scope is not under an existing contract.
